there's a new cop on the beat in boston. he doesn't move much but he works cheap. transit police have placed a cardboard cutout of a police officer in the bike rack of a cambridge station. officials say a full-time officer there would cost $200,000 a year. the cutout is a likeness of officer david sylem. >> strange. it took a while getting used to. i was a little startled when i first saw it but i'm used to it. >> sylem says it's working. only one bike was stolen last month down from july. they're taking extreme measures to crack down on a quality of life problem. it's aimed at dog owners who don't pick up after their pets. paul burton of our boston station wbz reports.

>> reporter: dog owners at devon wood condominiums at braintree are on close watch. folks are not picking up after their pets at this beautifully landscaped condominium, which has become a problem. >> huge issue. staff steps in it. owners step in it. >> reporter: because no one can prove who left it behind, they've instituted dog dna testing. >> most people thought it was a broke. on the memo i said csi comes to braintree. >> reporter: and for a $50 charge the condo requires all dog owners to be swabbed for dna testing and entered into a database. >> i was a little upset in the beginning at having to pay for it, but i do understand where they're coming from. i do understand it's a problem. >> reporter: now if anyone finds dog waste on the property can report it to management who will send it off to lab for testing.
